ABOUT NUCLEAR NOW SPEAKERS 

Hergen Haye, Head of New Nuclear, DECC

Since joining the then Department of Trade and Industry (DTI) in 2001 Hergen has led on a number of key governmental projects including Competition policy for the DTI Enterprise Act 2002, the Consumer Credit White Paper 2005, European Energy Policy where he led on behalf of the UK response on the completion of the single market reform.  In 2007 he led one of the largest Government consultations on the future of nuclear power and in February 2008 he was appointed Head of Distributed Energy & Heat Policy, ensuring the development of a coherent UK micro generation and distributed Energy policy.
In 2010 Hergen took up the role of head of New Nuclear within DECC where he is responsible to enable operators to build and operate new nuclear power stations in the UK from the earliest possible date and to enable new nuclear to make the fullest contribution it is capable of, with no public subsidy, and with unnecessary obstacles removed. 

His work will include:

  • Completion of the necessary regulatory framework for new nuclear new build
  • Developing policy for funding the management and disposal of wastes from new nuclear power stations
  • Creation of the Office for Nuclear Regulation as a statutory corporation
  • Working with the nuclear regulators to ensure successful and meaningful generic design assessment of new reactor technologies
  • Ensuring measures are in place to develop a UK nuclear supply chain and  skills capacity

Kevin Allars, Director Nuclear New Build, Office for Nuclear Regulation

Kevin Allars is a Chartered Mechanical Engineer. For 11 years he worked in the nuclear power industry, before, in 1989, joining HSE’s Nuclear Installations Inspectorate, working in assessment, safety research, site inspection and policy functions.
In 2000 Kevin was promoted to Senior Civil Service, responsible for developing policy and legislative reform on nuclear and major-hazard sites. He also coordinated HSE’s input to the Government’s response to the 11.9.01 terrorist event.
From 2003 Kevin headed up HSE’s Chemical Industries Division, responsible for inspection, assessment and enforcement of all on-shore Major Chemical Facilities.
In 2008 he moved to HSE’s Nuclear Directorate, as Deputy Chief Inspector, responsible for inspection, assessment and enforcement at sites such as Sellafield and Dounreay, as well as managing the UK’s operational safeguards activities.
Since February 2009 he has been acting initially as the Director for Nuclear New Build Generic Design Assessment (GDA), responsible for delivering the GDA for the proposed new generation UK reactor designs, and now, as Director for the Nuclear New Build programme, covering also the design, procurement and construction phases. Kevin is also an Executive Member of the Office for Nuclear Regulation Board.

Stuart Dawson, Head of Machining at the Nuclear Advanced Manufacturing Research Centre

Stuart is responsible for ensuring that the Nuclear AMRC has the people, equipment and capability to deliver world-class machining projects. He has extensive experience in machining optimisation for high performance materials, high speed/high performance machining, and one-shot drilling.
After completing an apprenticeship, Stuart studied Mechanical Engineering at The University of Sheffield. He then worked with Professor Keith Ridgway (now programme director of the Nuclear AMRC) as a Teaching Company Associate while studying part-time for an MSc in Manufacturing Technology and Management. He subsequently worked in cutting tool and machining R&D roles at Technicut and the Unimerco Group, before joining the Nuclear AMRC in 2010.

Chris Squires, Procurement Manager, EDF Energy Nuclear New Build Programme

Chris is currently Procurement Manager for EDF Energy’s Nuclear New Build Programme in the UK, with a particular responsibility for Local and National Supply Chain Engagement, Construction and Manufacturing Skills and Training. With over 30 years experience in construction and civil engineering procurement in both contractor and client roles, Chris gained a Master of Business Administration at the University of Birmingham. Prior to joining EDF, Chris has spent time working with Costain, Carillion, Wimpey Construction, GlaxoSmithKline, London Underground and the Metropolitan Police Service.

Chris Langdon, Into Somerset and the Hinkley Supply Chain

Chris is the project manager for the Somerset Hinkley Supply Chain Team which is managed by Somerset Chamber of Commerce on behalf of EDF Energy. The objective of this team is to offer smart supply chain solutions for Tier1,2 and 3 contractors that maximise use of local skilled, accredited capability. Chris has 25 years’ experience delivering business planning and development tools for SME’s and he will be sharing some of the early business development experience for SME’s as they seek to get engaged with the nuclear new build opportunity.

Aligned very closely to the supply chain project Chris also has responsibility as the energy sector lead for Into Somerset the inward investment team for Somerset. The focus is to attract highly skilled companies who want to be a part of the legacy for the nuclear new build at Hinkley by investing and partnering in Somerset for the long term.
